Any community member making a recommending for a khateeb who is not our khateeb list should submit the request in writing to the khutba committee with appropriate referrals.
The requests must include:

the name
-
background information
-
religious qualifications and expertise
-
past and current affiliations with other Masajids and institutions

and at least three references from the community
The khutba committee will study the information, will check the references both submitted as well as ask other prominent individuals in the community, and make a determination.
This process takes at least two weeks to complete and as such must be submitted at least six weeks in advance. The khutba committee will make the final determination of such requests based on a discussion and a vote within the committee and will let the submitter know about the decision within two weeks of the request.
The selection of the Local Core and Local Supplementary khateebs is done based on community feedback. A new individual cannot be automatically be assigned to these categories unless he is a well known scholar and considered so by a significant portion of the community.
As such, any new recommended khateeb will first be given an opportunity once or twice in different settings, and over a period of six months or longer may be added to list of regular khateebs. This process is not currently formalized, and will for the time being based on the community feedback gathered by the khutba committee. The khutba committee will make this decision based on the community feedback and their personal judgment.
A key requirement for all khateebs is that they must adhere to the MCA guidelines specifically related to their views of tolerance of people of other faith. Both their past history, their current views, and their past and current affiliations will be taken into account to make this determination to the best of the ability of the khutba committee. The khutba committee and the MCA Executive Committee at its sole discretion may refuse to provide a khutba slot to any individual they believe does not conform to this key MCA guideline. This determination can be made even after an individual is scheduled.
Since the schedule for the khateeb's is determined four weeks in advance on a rolling basis, any requests for changes for khateebs that are not known to the khutba committee must be made six weeks in advance in writing. Requests for changes for khateebs who are already known to the khutba committee can be made five weeks in advance. This guideline must be followed strictly and changes cannot be made on a short notice.
