The Khutba committee will maintain the following categories of khateebs. The following will be the distribution of the khutbas by each category. It the goal of the khutba committee to adhere to this distribution as strictly as possible over a 3 month period (appr. 36 khutbas or 3 khutbas per week).
The khutba committee can change this distribution based on the community feedback.

As a general rule, the core khateebs will be assigned to give khutba at MCA and supplementary khateebs will be assigned to Masjid An-Noor. However, it does not preclude supplementary khateebs giving khutba at either masajid.
The khutba Master schedule is managed by one of the khutba committee members assigned by the Chairman.
The khutba committee will schedule khateebs at least 4 weeks ahead and will have a tentative schedule for the next 8 weeks. The entire khutba committee will review the schedule and approve it on an ongoing basis. The khutba schedule will be posted on the website for two weeks into the future on a rolling basis.
Khateebs who cannot confirm their schedule at least 4 weeks in advance can only be made as backup khateebs. It is problematic to schedule khateebs at the last minute. We will allow for contingencies as an exception but not the norm.
The rotation of the Local Core and Local Supplementary will be managed such that each of the khateebs in these categories will get approximately equal slots when reviewed back over a period of time. There will be no such requirement for the Bay Area or National khateebs since their frequency is minimal and their availability and scheduling is not easy to manage. No statistics will be maintained for the Bay Area and National khateebs.
The khutba committee will discourage delivery of the khutba/lecture in any language other than English. Exception will be made only for renowned scholars, particularly from other parts of the world.
The khutba committee will not allow requests for fund raising after the khutba without the written consent of the Executive Committee.
The khateebs who do not follow the guidelines approved by the khutba committee will be given 2 reminders. If the khateeb persists in not following the guidelines, he will be removed from the khateeb list.
The khutbas given during the 2 Eids amount to the yearly state of union address to the community and as such we will be assigned to core khateebs. The khutba committee will discourage the use of national or other khateebs for this occasion since we believe that it is important for the khateebs to understand the pulse of the community in order to deliver an effective Eid khutba. The EC can request the selection of national khateebs as exceptions which will be considered by the khutba committee.
It will be the decision of the khateeb to decide whether he wants to lead the prayer or assign some one else to lead the prayer. The khutba committee will not mandate any khateeb not to lead the Jumma prayer.
In the event major events including national tragedies, major events affecting the Muslim ummah, the khutba committee can interrupt the khutba schedule to bring core khateebs to deliver khutba in the immediate aftermath.
Some organizations have been historically granted the request to assign khateebs for their annual events held locally to promote their events. Other organizations have requested a khutba slot in conjunction with an event they are conducting in the local area. Khutba requests to promote these local events will be considered by the khutba committee. Such requests must be submitted in writing at least 4 weeks in advance of the event and must following the same guidelines as recommending new khateebs.
Since the schedule for the khateeb's is determined four weeks in advance on a rolling basis, any requests for changes for khateebs that are not known to the khutba committee must be made six weeks in advance in writing. Requests for changes for khateebs who are already known to the khutba committee can be made five weeks in advance. This guideline must be followed strictly and changes cannot be made on a short notice.

Khutba Committee
